中国式现代化语境下环边疆带经济重构的制度优势研究

摘　　要：党的二十大再次强调了以中国式现代化全面推进中华民族的伟大复兴,蕴涵了在人口众多国度共同富裕命题的指向。区域空间不平衡不充分的现实,显现了人口和地理经济的特点,事实形成了环边疆经济带非均衡化的状态。中国式现代化必然要求对环边疆带经济予以赋能,以解决边疆发展不充分的难题。纯粹以区域经济学理论来推导环边疆带经济一体化,有其“盲区”,以中国制度优势形成的总体供给模式为视角,重新审视双循环命题下的边疆地区经济发展,将会有新的启发。总体供给模式路径下的双循环,将建构出沟通环边疆带经济的一个通道,由总体供给模式修正后的“飞地经济”和边(跨)境经济合作区,成为推进双循环环边疆带经济一体化更加具象的抓手,助推实现更大范围的共同富裕,符合中国式现代化的内在要求。The 20^(th) National Congress of the Communist Party of China(CPC)once again emphasized the allround promotion of the great rejuvenation of the Chinese nation with Chinese-style modernization.The unbal⁃anced and insufficient development of China's eastern,central and western regions shows the characteristics of the population and geographical economy there.The Chinese-style modernization inevitably requires the empow⁃erment of the border-rim zone economy in order to solve the problem of insufficient development of the border ar⁃eas.There will be a"dead zone"if we infer the economic integration of the border-rim zone purely based on the theory of regional economics,instead,it will be enlightening to re-examine the economic development of the bor⁃der-rim zone under the proposition of the double-loop in the light of the overall supply mode formed by China's system advantages.The dual circulation under the overall supply mode will construct a channel to link up the economy of the border zone,and the"enclave economy"and the border and cross-border economic cooperation zone will be modified by the overall supply mode to promote the integration of the dual-circulated economy and the realization of a wider range of common prosperity in line with the inherent requirements of Chinese-style modernization.
