寓“科层”于“运动”之中:县域营商环境优化的组织运作机制——基于X县的个案分析

摘　　要：优化营商环境是县域经济高质量发展的重要议题,而高效协同的组织运作机制是优化县域营商环境的关键。X县营商环境优化工作实践表明,当地将营商环境优化领导小组作为组织运作载体,经由常态化的文件与会议制度,构建县级领导-职能部门-进驻企业间清晰的供需责任链,通过绩效考核创新对部门展开激励再造,呈现运动治理与科层治理的双轨运行机制。其生成逻辑在于将领导小组常设机构科层化以实现党政权威双向介入,保留科层制分工和惯习以维持组织高效运转,通过政企精准对接和项目制考核以形塑部门间竞合关系,呈现寓“科层”于“运动”之中的内在特征。该机制既建立起运动式动员的权威性基础,又保留了科层式运转的理性空间,有助于强化部门协同动机,实现治理资源的跨部门集聚和整合,对于提升营商环境优化工作的治理能力和治理绩效具有积极效应。Optimizing the business environment has become an important issue to promote the high-quality development of county economy.Efficient and collaborative organizational operation mechanism is the key to optimize the business environment.Based on the investigation of the business environment optimization work in X County,it is found that the local business environment optimization leading group is used as the carrier of organization and operation,and through the normalized document and meeting system,a clear supply and demand responsibility chain between county leaders,functional departments and resident enterprises is established,and the departments are encouraged and regenerated through performance assessment innovation,presenting a dual-track operating mechanism of movement governance and bureaucratic governance.Its generative logic is to make the permanent organization of the leading group bureaucratic,aiming to realize the two-way intervention of the party and government authorities,to retain the bureaucratic division of functions and operational process habits to maintain the efficient operation of the organization,to shape the competitive and cooperative relationship between departments through the accurate docking of government and enterprise and the assessment of project system,presenting the inherent characteristics of combining“bureaucracy”with“movement”.This mechanism not only establishes the authoritative foundation of movement mobilization,but also retains the rational space of bureaucratic operation,which helps to strengthen the coordination motivation of departments,realize the cross-departmental agglomeration and integration of governance resources,and has a positive effect on improving the governance ability and governance performance of the business environment optimization work.
