摘　　要：进入新时代以来,在社会经济高速发展的影响下,各行各业的安全生产形势也十分严峻。尤其是在海洋石油行业中,先天性的高风险与高难度的生产管理进一步增加了行业性安全管理的风险。为此,海洋石油行业迫切需要采用新的现代安全管理机制,对传统安全管理方式进行革新,在安全行为、安全作业、安全科技多个维度上进行研究应用,改变人的不安全行为,加强现场作业安全管控,充分应用安全科技,营造良好安全文化氛围,以促进现代安全管理理论的深化研究和科学安全管理模式的构建运用,促进海洋石油行业安全管理核心从传统的主观经验方法转变到对作业人员与作业过程的管控,实现安全管理模式的现代化提质升级,为海洋石油行业安全发展构建稳固基石。Since entering the new era,under the influence of rapid social and economic development,the safety situation of all walks of life is also very serious.Especially in the offshore oil industry,the inherent high risk and diff icult production management further increase the risk of industrial safety management.Therefore,the offshore oil industry urgently needs to adopt a new modern safety management mechanism,innovate the traditional safety management methods,conduct research and application in multiple dimensions of safety behavior,safety operation and safety technology,change people’s unsafe behavior,strengthen on-site operation safety control,make full use of safety technology,and create a good safety culture atmosphere.In order to promote the deepening research of modern safety management theory and the construction and application of scientif ic safety management mode,the core of safety management in the offshore oil industry will be transformed from the traditional subjective experience method to the control of operators and operation processes,so as to realize the modernization and upgrading of safety management mode and build a solid foundation for the safe development of the offshore oil industry.
