摘　　要：“地票”为近年来重庆市经济社会高速发展作出了积极贡献,但是在国土空间规划体系建立和新修订的土地管理法全面施行的新形势下,“地票”运行机制面临着重大改革。本文对“地票”与规划管理衔接的机理和逻辑进行了分析,探讨了国土空间规划体系下“地票”产生落地布局模式以及运行的规则要求,提出了加强国土空间规划对“地票”运行引导和监督的相关措施建议。The land ticket mechanism has made positive contributions to the rapid socio-economic development of Chongqing in recent years.But with the establishment of the territorial spatial planning system and the comprehensive implementation of the new Land Management Law,the operating mechanism of the land ticket is facing significant reform.This article analyzes the mechanism and logic of the connection between land tickets and planning management.It also discusses the layout mode of land ticket production and the rules and requirements for operation under the territorial spatial planning system.It finally puts forward relevant measures and suggestions to strengthen the guidance and supervision of territorial spatial planning on land ticket operation.
