农民视角的宜居宜业和美乡村

摘　　要：农民作为乡村建设主体,其所思、所想、所盼关乎宜居宜业和美乡村的推进质量。本研究以2省3县的8个典型村、348位农民的问卷调查数据为分析对象,采用统分结合的思路,分别探析农民视角下宜居、宜业、和美乡村建设的成效、问题和建议,而后考察宜居宜业和美乡村的整体成效与问题,从而建构优化路径。研究发现,农民对宜居宜业和美乡村建设的满意度整体较高,但仍然存在基础设施建设维护水平较低及公共服务可及性有限、产业发展条件受限及利益联结欠缺、公共文化服务不深入及“三治融合”体系不完善、内部结构发展不平衡和农民主体意识薄弱问题。因此,未来应顺应农民的所思、所想、所盼,通过健全基础设施建设维护机制和提升短缺型公共服务质量提升宜居乡村水平,通过促进乡村产业发展升级与完善联农带农助农机制提高宜业乡村质量,通过完善公共文化服务体系和强化“五治融合”实践提升和美乡村成效,通过完善农民参与路径和构建和美乡村共同体实现宜居宜业和美乡村的整体性优化与高质量推进。As the main body of rural construction,farmers thinkings,feelings and expectations are related to the quality of promoting the beautiful and harmonious villages where are ideal areas for living and working.This study conducted a questionnaire survey of 348 farmers from 8 typical villages in 3 counties in two provinces to explores the effectiveness,problems,and suggestions of rural construction from the perspective of farmers.The research also examined the overall effectiveness and issues related to creating suitable for living and working,harmonious and beautiful rural areas to construct an optimization path.The study has found that farmer generally have high overall satisfaction with the construction of livable and beautiful rural areas.But there are still problems such as low levels of infrastructure construction and maintenance,limited access to public services,restricted conditions for industrial development,lack of interest connections,inadequate public cultural services,incomplete integration of the three governance systems,imbalanced internal development structures,and weak awareness of farmers as the main body.To address these challenges,future efforts should align with the thoughts,feelings,and expectations of farmers.This can be achieved by enhancing the maintenance mechanism of infrastructure construction,improving the quality of scarce public services,and improve the quality of rural areas which are suitable for work through promoting the development,upgrading of rural industries and enhancing relationship between industry and farmers.We should also improve the public cultural service system and strengthen the practice of“five governance integration”to improve the effectiveness of rural areas.By improving the path of farmers participation and building a harmonious and beautiful rural community,overall optimization and high-quality promotion of suitable for living and working,beautiful and harmonious rural areas can be achieved.
