农村公路与乡村旅游一体化开发现状、模式及发展建议

摘　　要：为促进农村地区交旅融合发展,对农村公路与乡村旅游一体化开发模式进行了探索。以36个农村公路与乡村旅游一体化开发案例为研究对象,通过实地调研、资料分析等方法,提出了农村公路与乡村旅游一体化开发的内涵和特征,从农村公路规划、建设、管养、运营等4个方面总结出农村公路与乡村旅游一体化开发的8种模式,即:规划对接型、规划整合型、服务提升型、部门合作型、收益反哺型、养护整合型、反哺运营型和多元运营型。针对农村公路与乡村旅游一体化开发存在的问题,提出了加强理论建构和顶层推动、建立部门协同机制、激发市场主体活力、鼓励信息化手段、加强典型经验推广等5个方面的发展建议,以期为农村公路与旅游资源一体化开发提供参考。In order to promote the integrated development of transportation and tourism in rural areas,the integrated development modes of rural road and rural tourism were explored.Taking 36 cases of integrated development of rural road and rural tourism as research objects,through field research and data analysis,the connotation and characteristics of integrated development of rural road and rural tourism were proposed,eight modes were summarized from four aspects:planning,construction,management and operation of rural road.These modes included planning abutment,planning integration,service improvement,departmental cooperation,revenue feedback,maintenance integration,feedback operation,and diversified operation.In response to the current situation,five suggestions were proposed,including strengthening theoretical construction and top-level promotion,establishing departmental collaboration mechanisms,stimulating market vitality,encouraging information technology means,and strengthening promotion of typical experiences,which could provide reference for the integrated development of rural roads and tourism resources.
