摘　　要：哈萨克斯坦自独立以来对本国的宪法进行了若干次的修改,其中涉及议会制度的转变、政府与内阁的较量、权力的集中与下放、法治的逐步完善、公民权利的保障等诸多方面,以哈萨克斯坦两届总统任期的时间线系统梳理哈萨克斯坦历次宪法修改的内容,分析出内容多元性、方式多样性、价值共同性、修宪频繁性、制度独特性、结构统一性等宪法修改特点,促进哈萨克斯坦行政制度更优化、合宪性审查更趋完善,推进公民权利保障更优化、选举制度运行更畅通。哈萨克斯坦历次宪法修改对该国宪法制度的完善具有重要意义。Since its independence,Kazakhstan has made several amendments to its Constitution,including the transformation of the parliamentary system,the contest between the government and the cabinet,the central-ization and decentralization of power,the gradual improvement of the rule of law,the protection of citizens'rights,and many other aspects.After analyzing the characteristics of constitutional amendment such as content diversity,mode diversity,common value,frequent constitutional amendment,system uniqueness,and structure unity,it is possible to achieve more optimized administration,more perfect constitutionality review system,more optimized promotion of democratic values,and more smooth operation of electoral system.The successive constitutional amendments in Kazakhstan have important promoting significance for the improvement of the country's constitutional system.
