摘　　要：基于城市层面和微观企业层面的数据,本文以大气逆温和政府环境治理作为环境污染的工具变量,探讨污染对外资结构绿色优化的影响。研究结果表明:环境污染与外资流入之间存在明显的倒“U”型关系,但这种倒“U”型关系仅表现在中西部地区,东部地区污染的加重会减少外资的持续流入;污染主要加重了清洁型外资的流出,从而不利于地区外资结构绿色优化调整;人才流失和效率损失是清洁型外资出走的重要原因。政府环境治理在治污中发挥着重要作用,“先污染后治理”的发展道路不利于地区引资结构绿色转型,环境治理一定程度上能够促进外资结构的绿色优化调整。Based on the data of city level and micro enterprise level,this paper takes inversion and government environmental treatment as the instrumental variables of environmental pollution,and discusses the influence of pollution on foreign investment and structural green optimization of foreign investment.The results show that there is an obvious inverse U-shaped relationship between environmental pollution and foreign investment from the perspective of urban macro,but this inverse U-shaped relationship is only significant in the central and western regions,and the aggravation of pollution in the eastern region will reduce the continuous inflow of foreign investment.Pollution mainly aggravates the outflow of clean foreign capital,which is not conducive to the green optimization and adjustment of regional foreign capital structure.The outflow of talents and the loss of efficiency are the important reasons for the outflow of clean foreign investment.Government environmental governance plays an important role in pollution control.The development path of“pollution first,treatment later”is not conducive to the green transformation of regional foreign investment,and environmental governance can promote the green optimization and adjustment of foreign investment structure to some extent.
