摘 要:协商民主注重公共决策过程中的多元参与,民间智库作为多元参与一方,是架起民众与决策者之间沟通的桥梁,其参与公共决策是协商民主的逻辑要求。但当前我国民间智库参与公共决策存在影响力不足、协商机会不够平等、渠道不够畅通、制度供给不完善等诸多现实困境。因此,需要创造多元包容协商环境,完善协商民主渠道,提升协商参与水平,健全协商民主制度,实现民间智库在公共决策中的平等化、有效化、质量化和制度化参与。Deliberative democracy pays attention to multiple participation in the process of public decision-making.As a party of multiple participation,private think tanks are the bridge between the public and decision-makers,and their participationin public decision-making is the logical requirement of deliberative democracy.However,there are many practical difficulties in the participation ofprivate think tanks in public decision-making,such as insufficient influence,unequal consultation opportunities,unimpeded channels and imperfect system supply.Therefore,we need to create a pluralistic and inclusive consultation environment,improve the channels of deliberative democracy,enhance the level of consultation participation,and improve the system of deliberative democracy,so as to realize the equality,effectiveness,quality and institutionalization of private think tank participation in public decision-making.
