小尺度改造:城市社区互助养老的空间支持及治理路径探析

摘　　要：邻里互动是老年人获得情感性、信息性和工具性等互助支持的重要来源,当前城市社区邻里互助支持功能欠缺,重塑邻里关系是实现社区互助养老功能的一个重要方面。城市通过社区微改造改善互动空间以支持邻里关系的发展,但却存在着限制:一是系统性、专业性的社区微改造项目惠及面小且周期相对较长,与社区养老服务迫切性之间的冲突比较显著;一是有些城市社区微改造忽视邻里关系重构的日常生活基础,导致空间利用缺乏持续性,无法促进邻里互动-互助关系发展。通过对城市社区中二个空间改造案例的观察,发现社区居民在日常生活中形成多样化的互动“场景”,并在场景中采用灵活的“小尺度空间”改造思路,重塑了邻里的互动关系,推进社区互助养老的发展。因此,社区互助养老治理应贯彻场景式思维,利用和设置社区互动场景,以“小尺度空间”改造思路进行治理,为社区互助养老发展提供空间支持,最终实现满足老年人养老需求的目的。Neighborhood interaction is an important source of emotional,informational and instrumental mutual support for the elderly.At present,the function of neighborhood mutual support in urban communities is lacking,and remodeling neighborhood relationship is an important aspect of realizing the function of community mutual support for the aged.The city improves the interactive space through community micro-transformation to support the development of neighborhood relations,but there are limitations:One is that the systematic and professional community micro-transformation project has a small benefit area and a relatively long period,and there is a significant conflict with the urgency of community elderly care services;One is that the micro-transformation of some urban communities ignores the basis of daily life of neighborhood reconstruction,resulting in the lack of sustainability of space utilization and the inability to promote the development of neighborhood interaction and mutual assistance.Through the observation of two space transformation cases in the urban community,it is found that the residents in the community form a variety of interactive“scenes”in their daily life,and the use of flexible“small scale space”transformation ideas in the scene,reshaping the interactive relationship between neighbors,and promote the development of community mutual support for the elderly.Therefore,mutual-aid for the aged governance should implement scenario-based thinking,use and set community interaction scenes,and conduct governance with the“small-scale space”transformation idea,so as to provide space support for the development of community mutual support for the aged,and finally achieve the purpose of meeting the needs of the elderly.
