山东省经济高质量发展区域差异与影响因素分析

摘　　要：高质量发展是新时代中国经济发展的鲜明主题,也是解决发展不平衡不充分问题的必然要求。从创新、协调、绿色、开放、共享五方面选取20个指标,构建高质量发展评价指标体系,采用熵权TOPSIS法测度2011-2020年山东省16地市经济高质量发展水平,运用Dagum基尼系数和主成份分析法分别对地区差异进行实证分析和影响因素分析。结果显示,山东省经济高质量发展水平在时间上整体呈现波动上升态势,大致分为三个阶段;在空间上呈现自东向西、自北向南逐渐递减的特征,东部地区青岛和威海的经济高质量发展水平较高,中西部地区仅济南的经济高质量发展水平较高,差异明显;经济高质量发展差异主要来自区域间差异,且受多种因素影响,其中创新发展和开放发展是主要影响因素。High⁃quality development is the defining theme of China's economic development in the new era,and it is also an inevitable requirement for addressing the problem of unbalanced and inadequate development.Twenty indicators were selected from five aspects:innovation,coordination,green,openness and sharing,and then a high⁃quality development evaluation index system was constructed.The entropy weight TOPSIS method was used to measure the high⁃quality economic development level of 16 cities in Shandong Province from 2011 to 2020.The Dagum Gini coefficient and principal component analysis were used to conduct empirical analysis and influence factor analysis of regional differences respectively.The results show that the high⁃quality development level of Shandong Province's economy shows an overall trend of fluctuation and rise in volatility in time,which can be roughly divided into three stages.In terms of space,it gradually decreases from east to west and from north to south.Qingdao and Weihai in the east have a higher level of high⁃quality economic development.While in the central and western regions,only Jinan has a higher level of high⁃quality economic development.The regional difference is obvious.The difference of high⁃quality economic development mainly comes from inter⁃regional differences and is affected by many factors,among which innovative development and open development are the main influencing factors.
