摘　　要：进入数字文明时代,数据业已成为促进经济社会高质量发展的新质生产要素和嵌入国家治理现代化进程的重要战略资源,基于“数据治理”的数字能力建设构成国家治理能力建设和数字中国建设的基本内容。当前,相对于城市数字化、智慧化建设步伐,推进数字乡村建设、打造“良政善治”的数字乡村治理共同体、实现乡村敏捷高效治理的进程相对滞后。全面推进乡村振兴,加快建设数字乡村,激发乡村发展“活力”和优化乡村治理“秩序”,亟须实现从既有研究突出“技术重构乡村”到“数据治理乡村”的前提构设情景转换,建构基于“功能—场景—路径”耦合的“数据治理”驱动数字乡村建设新范式。对此,数字乡村建设不仅要突破传统治理方式的弊端,更要立足于宜居宜业和美乡村治理共同体构建,超越纯粹“数字技术主义”的认识迷误,在“数据”的精准化、图像化、具象化层面重塑“数据治理”驱动数字乡村建设的复合化价值功能,在生产、生活、生态、文化等方面重组“数据治理”驱动数字乡村建设的具象化运用场景,在主体、技术、空间、制度等维度重构“数据治理”驱动数字乡村建设的集成化赋能路径,以此摆脱“数字技术”驱动数字乡村建设存在的功能“模糊”、场景“悬浮”、路径“排异”以及与乡村社会生活共同体的数字化治理“不兼容”困境。Entering the era of digital civilization,data has already become a new quality factor of production,promoting high-quality economic and social development,and serving as a crucial strategic resource embedded in the modernization process of national governance.The construction of digital capabilities based on"data governance"constitutes the fundamental content of national governance capacity construction and the digital transformation of China.Currently,in comparison to the pace of urban digitization and smart construction,the progress in advancing the digitalization of rural areas,creating a digital community with"good policies and governance",and achieving agile and efficient rural governance lags behind.To comprehensively promote rural revitalization,accelerate the construction of digital villages,stimulate the"vitality"of rural development and optimize rural governance"order",there is an urgent need to shift from the emphasis on"technology reconstructs rural areas"to the premise of"data governs rural areas".This necessitates the construction of a new paradigm for the digital transformation of rural areas driven by"data governance",coupling the elements of"function-scenario-path".In this regard,the digitization of rural development not only needs to overcome the drawbacks of traditional governance methods but also to be grounded in the establishment of livable,business-friendly,and aesthetically pleasing rural governance communities.It requires transcending the misconception of pure"technological determinism".To reshape the composite value functions of"data governance"that drive the digitization of rural development on the levels of precision,visualization,and concretization of"data";to recognize"data govermnance"in production,life,ecology,culure,and other aspects to empower effective concrete application scenarios for rural governance in the process of driving digital rural development;to reconstruct the integrated empowerment pathway of digital rural development driven by"data governance"in dimensions of subj
