摘　　要：产业结构高级化是供给侧结构性改革的重要内涵,也是实现经济高质量发展的有效途径。从政府间财政金融权限划分视角出发构建动态空间杜宾模型,实证分析经济分权、地方政府竞争对产业结构高级化的影响,结论表明:不同类型的经济分权对产业结构高级化的作用存在差异。具体来说,财政分权明显阻碍了产业结构高级化水平的提升,而金融分权由于显性集权隐性分权的存在对产业结构高级化有一定的促进作用。进一步看,财政分权恶化了地方政府的横向竞争,对地方政府竞争负向影响产业结构高级化有推波助澜的作用,而金融分权一定程度上消除了地方政府竞争对产业结构高级化带来的负面影响。基于此,提出加强区域交流合作、维持金融市场稳定、防范化解金融系统性风险、规范地方政府横向竞争等政策建议。The upgrading of industrial structure is an important connotation of supply-side structural reform and an effective way to achieve high-quality economic development.From the perspective of inter-governmental fiscal and financial authority division,this paper constructs a dynamic spatial Durbin model to conduct an empirical analysis on the impact of economic decentralization and local government competition on the optimization of industrial structure.The conclusions are as follows:different types of economic decentralization have different effects on the optimization of industrial structure.To be specific,fiscal decentralization obviously hinders the upgrading of industrial structure,while financial decentralization plays a certain role in promoting the optimization of industrial structure due to the characteristics of explicit centralization and implicit decentralization.The vicious competition strategy of“beggar-thy-neighbor”among the local governments has obvious hindrance to the upgrading of the regional industrial structure.Further research shows that fiscal decentralization and financial decentralization intensify the horizontal competition of local governments,and have a further inhibiting effect on the upgrading of industrial structure.In addition,the upgrading of industrial structure in China has significant spatial correlation and time lag.Therefore,the paper puts forward some suggestions to boost the process of industrial structure optimization.
