The Progress and Approach of China's Institutional Openning-up Reform in the New Era

摘　　要：新时代,我国开启了从商品和要素流动型开放向制度型开放转变的伟大变革。我国制度型开放变革主要通过自由贸易区战略、自贸试验区改革和“一带一路”建设三条路径推进。通过文本分析发现:自由贸易区战略在诸多“WTO+”条款的规则一致和规则协调上取得了全面进展,顺应国际贸易发展新趋势的“边境内措施”规则协调不断增加;自贸试验区改革在贸易投资自由化、政府职能转变方面取得积极进展,金融和服务业开放制度创新增加,产业高质量发展探索稳步开展;“一带一路”建设在多边金融合作政策协调、民生援助等方面也取得了丰硕成果。尽管我国制度型开放变革面临外部环境恶化、国内阻力变强、整体难度增大、全局协同性不足等困难,但仍将沿着三条主要路径及其战略协同方向继续深入。In the new era,China has initiated a great change from commodity and factor flow-based openning-up to institutional openning-up.The reform of China's institutional openness is mainly promoted through the strategy of FTA,the reform of pilot FTZ and the construction of the"Belt and Road".Textual analysis finds that:FTA strategy has made comprehensive progress in the consistency and coordination of rules in many"WTO+"clauses,and the coordination of"border measures"rules that comply with the new trend of international trade development is constantly increasing;the reform of the Pilot FTZ has made positive progress in trade and investment liberalization and the transformation of government functions,with increased innovation in the financial and services opening system and steady exploration of high-quality industrial development;the "Belt and Road"construction has also made positive progress in policy coordination of multilateral financial cooperation and livelihood assistance.Despite the difficulties faced by China's institutional openning-up transform,such as the deterioration of the external environment,the strengthening of domestic resistance,the overall difficulty,and the lack of overall synergy,it will continue to deepen along the three main paths and their strategic synergistic directions.
