摘 要:民国时期政学两界对“边疆”的界定除了基于政治与地理意义外,更多考察其“文化”元素,普遍认为如不从“文化”着眼,无法道尽“边疆的涵义”。这是一种典型的“中国式边疆”,形成了“中国边疆”独特的“边疆性”,由此中国边政内涵也极为丰富。“边疆性”之形成,既然主要来自“文化”因素,那么边疆现代化的实质就是要消除“边疆性”,让其失去“文化上的意义”。所谓“文化”,包括物质文化和精神文化。消除“边疆性”并非抹杀文化,而是通过发展经济和增进认同,按李安宅的观点,就是要通过物质和精神的“区域分工”,也就是要实现边疆现代化及其与内地的一体化。During the period of the Republic of China,the political and academic circles defined“frontier”based not only on politics and geography,but more on“culture”,and it was generally believed that without focusing on“culture”,it was impossible to reveal the full implications of“frontier”.This is a typical“Chinese-style frontier”,which has formed the unique“frontierness”of“Chinese frontier”,and thus the implications of Chinese-style border politics are also extremely rich.Since the formation of“frontierness”mainly comes from“cultural”factors,the essence of modernization of the frontier region is to eliminate“frontierness”and make it lose its“cultural meaning”.The so-called“culture”includes both material culture and spiritual culture.The elimination of“frontierness”is not to erase cultural elements,but to realize the modernization of the frontier region and its integration with the interior land through the development of its economy and the enhancement of its identity,which,according to Li Anzhai’s point of view,is to be achieved through the“regional division of work”in both material and spiritual aspects.
