新时代我国红色档案管理的实然困境与应然进路

摘　　要：保管好、利用好红色档案,对于发挥其存史、资政、育人作用,助力“十四五”时期档案事业高质量发展具有重要意义。基于政策文本分析、网络调查、深度访谈、文献研究等方法,对我国红色档案管理现状进行系统调查。研究发现,我国红色档案管理存在参与机构类型单一、基础概念界定模糊、技术运用较为滞后、叙事传播思维欠缺等方面的现实困境。针对上述困境,提出新时代我国红色档案管理的应然进路:打破主体壁垒,推进多方协同参与红色档案管理;明晰概念边界,统筹推进红色档案资源体系建设;深化技术运用,赋能红色档案场景化开发与利用;融入叙事思维,探索红色档案分众传播生态构建。Keeping and making good use of the Red Archives is of great significance for giving full play to its role in history preservation,administration,and education,and promoting the high-quality development of archives during the"14th Five-Year Plan"period.Based on the methods of policy text analysis,network survey,in-depth interview and literature research,this research conducted a systematic investigation on the status quo of the Red Archives management in China.The research found that there are practical difficulties in the management of the Red Archives in China,such as single type of participating institutions,vague definition of the basic concept,relatively lagging technology application,and lack of narrative communication thinking.In view of the above difficulties,the ideal strategies for the management of China's Red Archives management in the new era are proposed:break down the main barriers and promote the multi-party collaborative participation in the management of the Red Archives;clarify the conceptual boundaries and promote the construction of the Red Archives resource system as a whole;deepen the application of technology and enable the scenario-based development and utilization of the Red Archives;integrate narrative thinking and explore the ecological construction of the Red Archives focus communication.
