摘　　要：在共同富裕的视角下,通过对城市流动人口相对贫困的治理,实现流动人口的全面发展,逐渐消除城市新“二元”,具有一定的紧迫性和现实性。根据马克思关于人的全面发展理论,构建以促进城市流动人口相对贫困群体全面发展的“五维”分析框架:以“动力”为核心,缓解精神贫困和心理贫困;以“智力”为关键,缓解能力贫困和教育贫困;以“体力”为基本,缓解生活贫困和身体贫困;以“财力”为保障,缓解收入贫困和就业贫困;以“人力”为平台,缓解权益贫困和融入贫困。从治理路径来看,激发动力需打破穷人思维和内化致富使命;扩展智力需优化教育资源和促进自我发展;增强体力需改善居住条件和提高身体素质;积累财力需培训职业技能和挖掘创业潜能;集聚人力需构建社会网络和培育社会资本。From the perspective of common prosperity,it is urgent and realistic to realize the all-round development of the floating population through the governance of the relative poverty of the urban floating population.According to Marx's theory on the all-round development of human beings,it is proposed to build a“five-dimensional”analytical framework to promote the all-round development of the relatively poor groups of the floating population,that is,to take "motivation" as the core to alleviate mental and psychological poverty;take "intelligence" as the key to alleviate ability poverty and education poverty;take "physical strength" as the basic to alleviate living poverty and physical poverty;take "financial resources" as the guarantee to alleviate income poverty and employment poverty;take "human resources" as a platform to alleviate rights poverty and integrate into poverty.From the perspective of governance path,stimulating motivation needs to break the thinking of the poor and internalize the mission of becoming rich;expanding intelligence requires optimizing educational resources and promoting self-development;to strengthen physical strength,we need to improve living conditions and physical fitness;accumulating financial resources requires training vocational skills and tapping entrepreneurial potential;gathering human resources needs to build social networks and cultivate social capital.
