摘　　要：科研数据是科学研究的基础,贯穿于科研发现的整个过程,是科研生命周期中重要的过程性和阶段性资料。数据造假、篡改数据等不端科研行为的频发引人深省,如何有效应对科研失信是不容忽视的重要议题。因此本研究聚焦科研数据失信问题,面向负责任研究的要求,基于敏捷治理理念,融合法律制度、数字技术和诚信伦理,提出具有可行的科研数据信用风险敏捷治理体系建构思路,并设计出“数智人”为路径的敏捷治理机制。该体系有助于科研工作者强化责任意识,自觉承担角色责任,并在此基础上发挥数据信用文化与政策在科研数据失信行为中的软约束与规范作用。Scientific research data is the basis of scientific research,it runs through the whole process of scientific research discovery,and is an important process and stage data in the scientific research life cycle.The frequent occurrence of dishonest scientific research behaviors such as data fraud and data tampering is thought-provoking.How to effectively deal with scientific research dishonesty is an important issue that cannot be ignored.Therefore,this research focuses on the problem of dishonesty of scientific research data,faces the idea of responsible conduct of research,and based on the theory of agile governance,integrates legal system,digital technology and integrity ethics,so as proposing feasible ideas for constructing an agile governance system for credit risk in scientific research data,and build an agile governance mechanism based on the path of“D.I.Man”.This system helps researchers to strengthen their sense of responsibility,consciously assume role responsibility,and on this basis,it will play the soft constraint and normative role of data credit culture and policies in dishonest behavior in scientific research data.
