欧盟科技创新战略及其对中欧科技合作的影响

摘　　要：2021年,欧盟开始实施第九期框架计划,即“地平线欧洲”计划。本文介绍了“地平线欧洲”计划反映出的欧盟科技创新未来关键战略方向和对外科技合作原则,从高科技产品贸易、合作论文发表、科研项目合作等多个维度分析中国与欧盟的科技合作现状与重点合作领域,探讨欧盟科技创新战略变化对中欧科技合作的可能影响,并对新的国际形势下如何推进未来中欧科技合作提出对策建议。The European Union(EU)started to implement the 9th Framework Programme,namely Horizon Europe in 2021.This paper introduces the key strategic directions of the EU s science and technology innovation and the principles of its international S&T cooperation as reflected in Horizon Europe,analyses the current situation and key areas of cooperation between China and the EU in terms of trade in high-tech product trades,co-publishing papers and cooperation in scientific research projects,and discusses the possible impact of changes in the EU s innovation strategy on China-EU S&T cooperation.The paper also discusses the possible impact of changes in the EU s innovation strategy on China-EU S&T cooperation.Finally,the paper proposes countermeasures on how to promote future China-EU S&T cooperation under the new international situation.
