摘 要:风浪流等海洋环境因素影响海上救援装备实际救援效能的发挥。救援装备编配不当会导致无法及时有效开展海上救援行动。针对海洋环境影响下海上救援装备出动策略缺乏定量评估的问题,采用效用函数和层次分析法,构建了考虑海洋环境影响的海上救援母船与装备器材综合作业效能评估计算模型,实例分析了两型母船搭载两型打捞救援装备在不同海洋环境影响下的作业效能问题。该文构建的模型能够依据实施救援海域的实际海洋环境,为海上救援行动中科学合理制定救援母船与装备的编配方案提供技术支撑。Marine environmental factors such as wind,waves and currents affect the actual performance of maritime rescue equipment.Improper allocation of rescue equipment will lead to the failure to carry out maritime rescue operations in a timely and effective manner.Aiming at the problem of the lack of quantitative evaluation of the deployment strategy of Marine rescue equipment under the influence of Marine environment,the utility function and analytic hierarchy process(AHP)were used to construct a comprehensive operational efficiency evaluation model of Marine rescue mother ship and equipment considering the influence of Marine environment,and the operational efficiency problems of two types of mother ship carrying two types of salvage rescue equipment under the influence of different Marine environment were analyzed with examples.The model constructed in this paper can provide technical support for scientific and reasonable allocation of rescue mother ships and equipment in maritime rescue operations according to the actual Marine environment of the rescue area.
