开发区绿色升格的污染减排及溢出效应分析

摘　　要：作为工业领域生态文明建设的重要实践,国家生态工业示范园区建设对于实现开发区绿色转型升级具有重要意义。以工业二氧化硫为例,采用双重差分模型考察了开发区升级为国家生态工业示范园区的污染减排效应及其作用机制。研究发现,开发区绿色升格显著降低了园区内、园区外企业的污染排放,进而实现城市总体的污染减排。机制分析表明,示范园区的优惠政策促使园区外资源向园区内转移,从而使得园区内与园区外企业采取不同的减排策略。具体而言,在资源相对宽裕的条件下,园区内企业通过生产投入替代与技术改进降低污染排放,而在资源相对紧缩的情况下,园区外企业通过提高能源利用效率与技术创新实现开发区绿色升格的正向环境溢出效应。异质性分析表明,开发区绿色升格的污染减排效果因开发区类型、企业污染程度而异,且高新区与经开区绿色升格的污染减排效果更好。研究为进一步完善国家生态工业示范园区建设与推动开发区绿色发展提供了重要的政策建议。The construction of national eco-industrial demonstration parks is of considerable significance for realizing the green transformation and upgrading of development zones as an important part of ecological civilization construction in industry.Taking industrial SO,as an example,this study uses a DID model to investigate the effect of reducing pollution and the mechanisms of upgrading the development zones to national eco-industrial demonstration parks.We find that the green upgrading of development zones considerably reduces pollution emissions of enterprises inside and outside parks,thus reducing pollution in cities.The mechanism analysis shows that preferential policies of the demonstration parks promote the transfer of resources from outside parks to inside,which leads to different emission reduction strategies between enterprises inside and outside parks.Specifically,under relatively abundant resources,enterprises in parks reduce pollution emissions via production input substitution and technological improvement.In contrast,when resources are unavailable or lacking,enterprises outside parks realize a positive environmental spillover effect of green upgrading by improving energy utilization efficiency and technological innovation.Heterogeneity analysis shows that the pollution reduction effect of green upgrading of development zones varies with the type of development zone and the pollution degree from enterprises.Moreover,the green upgrading of high-tech zone and economic development zone has better pollution reduction effect.This study provides important policy recommendations for improving the construction of national eco-industrial demonstration parks and promoting the green development of development zones.
