城乡空间高质量融合发展路径研究——以关中平原城市群为例

摘　　要：深入实施区域协调发展和新型城镇化战略是基于城乡社会发展实际,推动我国全面高质量发展的重要抓手。关中平原城市群作为我国西部地区经济社会发展的重要空间载体,其城镇空间、乡村空间和区域经济发展具有一定的地域特征和代表性。基于新时代背景,构建城乡空间高质量融合发展内涵和发展模式的理论框架。通过对关中平原城市群城乡发展核心问题研判,提出以“中心城镇拉动”“乡村崛起推动”等为代表的城乡融合发展动力机制,从优化城乡空间格局、构建城乡产业体系、推进城乡基础设施互通、统筹城乡公共服务共享、健全城乡要素流动保障等方面探索关中城市群适宜性发展路径,助推关中平原城市群城乡空间高质量融合发展。Based on the actual urban and rural social development,the in-depth implementation of regional coordinated development and new urbanization strategy is an important starting point to promote China's allround high-quality development.As an important spa-tial carrier of economic and social development in western China,Guanzhong urban agglomeration has certain regional characteristics and representativeness in its urban space,rural space and regional economic development.Based on the background of the new era,this paper constructs the theoretical framework of the connotation and development mode of the high-quality integrated development of urban and rural space.Through the study and judgment of the core issues of urban and rural development in Guanzhong city cluster,the power me-chanism of urban-rural integration development represented by"central town pulling"and"rural rise promoting"is proposed.To explore suitable development paths for Guanzhong urban agglomeration from the aspects of optimizing urban-rural spatial pattern,building urban-rural industrial system,promoting urban-rural infrastructure interoperability,coordinating urban-rural public service sharing,and improving urban-rural factor flow guarantee,etc.,and promote the high-quality integrated development of urban and rural urban agglomeration.
