摘　　要：城镇化背景下农民市民化及农民上楼问题的学术研究十分活跃,诸多研究基于经济社会发展的单一立场将农民集中居住视作农村现代化发展的高效途径。中国式现代化的理论兴起及乡村振兴的政策转向背景下,以西方现代化模式为目标的发展主义政策路径逐渐受到反思和质疑。借助中国式现代化的理论视角,结合Y村城郊开发区农民集中居住不同阶段的微观案例,揭示发展话语如何凭借现代城市替代传统乡村的发展真理性,对农民的传统生计进行边缘化建构和经济指标转译,从而使农民的主体生计诉求让位于集中上楼的政策规划。以此对农民集中居住政策及长期以来的乡村改造政策背后的发展主义逻辑进行理论追溯和反思,并探讨基于中国式现代化理论的乡村建设及城镇化的新发展语境。Academic research on the urbanization of farmers and the issue of farmers moving into high-rise buildings is highly active in the context of urbanization and many studies have regarded the centralized settlement of farmers as an efficient way of rural modernization and development based on a single standpoint of economic and social development.However,with the rise of the theory of Chinese-style modernization and the policy shift of rural revitalization,the development-oriented policy path that aims to emulate western modernization models has gradually come under scrutiny and questioning..From the theoretical perspective of Chinese modernization,combined with the micro-cases of different stages of farmers’centralized residence in the suburban development zone of Y Village,this paper reveals how development discourse marginalizes the traditional livelihood of farmers and translates it into economic indicators by virtue of the development truth of modern cities replacing traditional villages,so as to make the main livelihood demands of peasants give way to the centralized policy development planning.This paper theoretically traces and reflects the developmentalism logic behind the policy of centralized residence of farmers and the long-term rural reconstruction policy,and discusses the new development context of rural construction and urbanization based on the theory of Chinese modernization.
