我国与典型国家卫生健康监督机构设置情况的比较与启示

摘　　要：美国、英国和德国具有国际上最典型的三类医疗卫生体系,且在卫生监督领域拥有丰富经验。本文介绍了我国卫生健康监督机构设置情况,并与美、英、德三个国家的卫生健康监督机构设置进行了对比分析。发现我国与三个国家的卫生健康监督机构在监督主体、执法方式和监督范围上均存在差异,启示我国应该促进第三方机构和社会组织发挥监管作用,完善卫生监督机构信息化监管平台建设,加大卫生监督机构的执法力度,并扩大卫生监督机构的监管范围。The United States,the United Kingdom and Germany have the 3 most typical international medical and health systems,and have rich experience in the field of health supervision.This paper introduces the setup of health supervision institutions in China,and makes a comparative analysis with the setup of Health Supervision Institutions in America,Britain and Germany.It is found that there are differences between our country and the 3 countries in the subject of supervision,the way of law enforcement and the scope of supervision,which reveals that China should promote third-party agencies and social organizations to play a supervisory role,improve the construction of the information-based supervision platform of health supervision agencies,increase the law enforcement efforts of health supervision agencies,and expand the supervision scope of health supervision agencies.
