摘　　要：世界民族问题呈现出三大发展态势,即表现的碎片化加剧、成因的叠加性加深和治理的复杂性增强。碎片化体现为主体、诉求和方式更多元;权力失衡、认同危机、发展鸿沟三大根本性问题共同作用,引发具有共性和通性的世界民族问题;世界各国采取了规范权力、塑造认同和促进发展等治理路径。世界民族问题的发展态势和治理逻辑,透现出民族问题形成的一般性结构特征和作用规律。中国特色解决民族问题的正确道路,应对了世界之变,回应了治理困局,提供了中国方案:维护“大家庭”原则以防范权力失衡;坚守“石榴”原则以防范认同失衡;运用“钥匙”原则以防范发展失衡。这是习近平总书记创造性提出铸牢中华民族共同体意识的题中之义。The development of ethnic issuesin the world is characterized by three major trends:increasing fragmentation in their manifestations,deepeninggcomplexityincauses,and heightened intricacy in governance.Fragmentation is reflected in the greater diversity of actors,demands,and approaches.Three fundamental factorspower imbalance,identity crisis,and development disparitiesgenerate ethnic problems that share common characteristics in the world.Countries around the world have adopted governance strategies such as regulating power,shaping identity,and promoting development.The trends and governance reveal the general structure and rules underlying the formation of ethnic problems.China's right approach to addressing ethnic problems responds to the changing world and governance challenges,and offers a China-style solution:preventing power imbalances by upholding the"big family"principle,preventing identity imbalances by adhering to the"pomegranate"principle,and preventing development disparities by applying the"key"principle.These are the implications of General Secretary Xi Jinping's creative proposal to forge a strong sense of community for the Chinese nation.
