乡村社会中的情感治理——以皖北L县C村为中心的考察

摘　　要：情感治理作为柔性治理工具,与技术性治理互补,为基层治理提供情感赋能。文章以基层党组织为研究对象,基于对皖北L县C村的实地考察,构建基层党组织运用情感治理的逻辑框架,分析其内在运行机理。研究发现,价值、历史、文化等因素共同构成了情感回归基层的逻辑。从C村的实践经验来看,基层党组织通过党建引领,以“1+N”制度为依托,有利于进行资源的整合、开发、利用,搭建“熟人社区”,达成地方性共识,实现村域文化重构,将功能方法层与具体运作层相结合,实现情感治理的整体推进。Emotional governance,as a flexible governance tool,complements technical governance and provides emotional empowerment for grass-roots governance.This article focuses on grass-roots party organizations as the research subject,and based on field investigations in C Village,L County,northern Anhui Province,it constructs the logical framework and inherent operating mechanism of grass-roots party organizations utilizing emotional governance.The research reveals that factors such as values,history,and culture collectively form the logic of emotional return to the grass-roots.From the practical experience of C Village,grass-roots party organizations,guided by party building and supported by the “1+N” system,integrate,develop,and utilize resources,establish innovative platforms and local consensus,achieve cultural reconstruction in the village,and combine functional methodologies with specific operational layers,forming a comprehensive operating mechanism.
