摘　　要：借助数智技术开展建设项目档案监管,是全面推进档案治理现代化的重要手段。文章在分析数字化转型下建设项目档案监管困境的基础上,引入智慧监管理论,提出数字化转型下建设项目档案智慧监管的“理念—主体—机制”三维分析框架,并从创新监管理念、厘清主体结构、优化工具组合、建立监管信息机制出发,阐述数字化转型下的建设项目档案智慧监管框架的主要内容,为推动建立主体协同、手段衔接的智慧监管体系提供借鉴。Utilizing digital intelligence technology to carry out archival supervision for construction projects is an important means to comprehensively promote the modernization of archival management.On the basis of analyzing the difficulties in the supervision of construction project archives under digital transformation,the article introduces the theory of smart supervision and proposes a three-dimensional analysis framework of"concept subject mechanism"for the smart supervision of construction project archives under digital transformation.Starting from innovative regulatory concepts,clarifying the subject structure,optimizing tool combinations,and establishing regulatory information mechanisms,the article elaborates on the main content of the smart regulatory framework for construction project archives under digital transformation,providing reference for promoting the establishment of a smart regulatory system with subject collaboration and means connection.
