统收统支模式下建筑业资金管理之“资金池”建设浅析

摘　　要：统收统支模式已经无法适应建筑企业自身不断发展壮大的资金管理需求,“资金池”的建设成为未来必然趋势和方向。就目前而言,统收统支模式下建筑企业资金管理存在权力高度集中、资金未高度集中、资金流转缓慢、支付“瓶颈”等一系列问题,严重影响了建筑企业财务转型升级。而“资金池”以资金为纽带,借助商业银行,打破了区域限制,实现对下属单位资金上存以及资金收支的实时监控,在资金集中管理方面效果显著。基于此,文章以实际出发在分析统收统支模式下建筑企业资金管理存在问题的基础上,根据“资金池”的优势提出了具有针对性的建议与对策,希望能对其他建筑企业在建设“资金池”实现资金集中管理上有所裨益。The unified income and expenditure model is no longer suitable for the continuous development and growth of construction enterprises'fund management needs,and the construction of a“fund pool”has become an inevitable trend and direction in the future.At present,under the unified income and expenditure model,there are a series of problems in the fund management of construction enterprises,such as high concentration of rights,lack of high concentration of funds,slow fund flow,and the occurrence of payment bottlenecks,which seriously affect the financial transformation and upgrading of construction enterprises.The“fund pool”uses funds as a link and utilizes commercial banks to break regional restrictions,achieving real-time monitoring of the deposit and receipt of funds of subordinate units,and achieving significant results in centralized fund management.Based on this,this article analyzes the problems in fund management of construction enterprises under the unified income and expenditure model from a practical perspective,and proposes targeted suggestions and countermeasures based on the advantages of the“fund pool”.It is hoped that it can be beneficial for other construction enterprises to achieve centralized fund management in the construction of the“fund pool”.
