政府治理对农户宅基地扩张意愿的影响机制研究

摘　　要：治理农村在县域城镇化过程中出现的宅基地扩张现象,对于促进城乡融合发展、提高农村土地资源配置效率和实现共同富裕等具有重要意义。基于湖南省1316户农户样本数据,结合OLS模型和中介模型研究地方政府治理能力对农户宅基地扩张意愿的影响及机制。结果表明:地方政府治理能力对农户宅基地扩张意愿有显著的负向影响,城镇化水平在地方政府治理能力影响农户宅基地扩张意愿过程中发挥了完全中介作用;农户信息获取能力负向调节地方政府治理能力与农户宅基地扩张意愿之间的关系。因此,地方政府应提升治理能力、协调好农户住房与经济发展之间的关系、引导集中居住等,改善农户宅基地不断扩张的现象。Governance of the expansion of rural homestead in the process of county urbanization is of great significance for promoting the inte⁃grated development of urban and rural areas,improving the efficiency of rural land resource allocation and achieving common prosperity.Based on a sample data of 1316 households in Hunan Province,this article empirically analyzes the impact and mechanism of local government gov⁃ernance capacity on farmers’willingness to expand their homesteads using OLS and intermediary models.The results indicate that local govern⁃ment governance capacity has a significant negative impact on farmers’willingness to expand their homesteads,and urbanization level plays a complete mediating role in the process of local government governance capacity affecting farmers’willingness to expand their homesteads;the ability of farmers to obtain information negatively regulates the relationship between local government governance capacity and farmers’willing⁃ness to expand their homesteads.Therefore,local governments should enhance their governance capabilities,coordinate the relationship be⁃tween farmers’housing and economic development,guide centralized living,and improve the phenomenon of continuous expansion of farm⁃ers’homesteads.
