延安时期中国共产党巡视员制度的历史考察

摘　　要：中共中央落脚陕北前,已经对巡视员制度进行了初步探索。延安时期,随着纪检监察机制的完善和派驻制度、请示报告制度等纪检监察相关制度的建立,巡视员制度规范化发展,巡视工作出现了专业化趋势。巡视员在军事、教育、医疗、宣传、土地、司法等许多方面发挥了重要作用,巡视工作在实践中走向了成熟。巡视员在开展巡视工作时,以加强党的建设为目的,坚持以人民为中心,坚持实事求是,积累了宝贵经验。延安时期的巡视员制度实践,为新时代的巡视工作提供了重要借鉴。Before the CPC Central Committee settled in Northern Shaanxi,it had already conducted preliminary exploration of the inspector system.During the Yan’an Period,with the improvement of the disciplinary inspection and supervision mechanism and the establishment of related systems such as dispatched resident system,reporting system,etc.,the inspector system developed in a standardized manner and the trend of specialization of inspection appeared.Inspectors played an important role in many aspects such as military,education,medical treatment,publicity,land and judiciary,and the work of inspection matured in practice.When carrying out inspection,inspectors accumulated valuable experience by aiming at strengthening party building,adhering to putting the people at the center and seeking truth from facts.The practice of the inspector system during the Yan’an period provides important reference for the inspection work in the new era.
