摘 要:认识和探讨跨区域间水量分配与水质目标平衡并构建生态补偿模式,对于引导流域低碳协调发展、促进碳中和目标具有重要理论和现实意义。以云南省昭通市昭阳区渔洞水库为研究对象,依据洒渔河水量分配方案,探究基于水量分配与水质控制目标的生态补偿原理,在渔洞水库水质保护目标下估算不同来水条件下的生态补偿标准,明确了生态补偿支付或受偿次序。结果表明:研究建立的生态补偿标准涵盖了可能出现的全部9种水量水质组合情景,改进了现有基于水量水质的生态补偿标准核算方法未考虑下游地区使用水资源对生态补偿标准测算存在影响的问题;提出的生态补偿模型没有时间尺度的限制,当任意时间段的一套水权、排污权数确定后,都可进行流域生态补偿标准的核算。Understanding and exploring the balance between cross regional water allocation and water quality goals,as well as constructing ecological compensation models,has important theoretical and practical significance for guiding low-carbon coordinated development in river basins and promoting carbon neutrality goals.This paper takes the Yudong Reservoir in Zhaoyang District,Zhaotong City,Yunnan Province as the research object.Based on the water allocation plan of the Sayu River,the ecological compensation principle based on water allocation and water quality control objectives is explored.Under the water quality protection objectives of the Yudong Reservoir,the ecological compensation standards under different inflow conditions are estimated,and the order of ecological compensation payment or compensation is clarified.The results indicate that the ecological compensation standards established in this paper cover all 9 water quantity and quality combination scenarios and it also improves the existing ecological compensation standard accounting methods based on water quantity and quality,which do not consider the impact of downstream water resources on the calculation of ecological compensation standards.The ecological compensation model proposed in the paper does not have time scale limitations.When a set of water rights and pollution discharge rights are determined at any time period,the calculation of ecological compensation standards for the watershed can be carried out.
