高品质生活视角下智慧城市的多维解构与协同建设

摘　　要：智慧城市建设应当以人民需求为导向。基于高品质生活视角,对智慧城市进行多维解构并搭建五维评价体系。结合熵权TOPSIS模型、耦合协同度模型,对兰州市智慧城市建设水平及智慧生活、安全、社交、公平、发展各维度建设程度进行了实证分析,并进一步评估兰州智慧城市系统下各维度间的协同情况。结果表明:兰州智慧城市建设水平在2016-2021年间总体呈上升趋势,由比较低水平发展为一般水平,其中安全、公平、生活、社交水平呈波动上升,而智慧发展水平呈“倒W”型曲折下降;兰州智慧城市建设协同度由2016年的极不协同上升到2019年的中级协同,再到2021年的勉强协同。在强省会战略布局下,兰州市智慧城市建设要以满足人民美好生活需求为导向,走生活、安全、社交、公平以及发展建设五维协同推进之路。Smart city construction should be guided by the needs of the people.Based on the perspective of high-quality life,the smart city is deconstructed in multiple dimensions and a five-dimensional evaluation system is constructed.Based on the entropy weight TOPSIS model and the coupling degree of cooperation model,this paper makes an empirical analysis on the construction level of Lanzhou smart city and the construction degree of smart life,security,social interaction,equity and development,and further evaluates the coordination among all dimensions of Lanzhou smart city system.The results show that the level of smart city construction in Lanzhou is on the rise from a relatively low level to a general level during 2016-2021,in which the level of safety,fairness,life and social communication fluctuates and rises,while the level of smart city development presents an “inverted W” shaped zigzagging decline.The degree of coordination in Lanzhou smart city construction increased from relatively poor coordination in 2016 to general coordination in 2019 and then to low coordination in 2021.Under the strategic layout of strengthening the provincial capital,the construction of a smart city in Lanzhou should be guided by meeting the needs of the people for a better life,and follow the path of coordinated development and construction in five dimensions:life,safety,social interaction,fairness,and development.
