浅析城中村问题及对社会经济发展的影响——以西安市为例

摘　　要：近年来,随着我国社会经济的飞速发展,城市化进程日益加速,许多被确定开放的城市迎来了它们扩展的春天,企业纷纷建立,由此带来了一系列的翻天覆地的变化,巨大的就业空缺使得大量的农村剩余劳动力挤入城市,充裕了城市极其短缺的劳动力。但同时外来人口剧增也给原本的城市造成了很大的压力,城市空间的不足必然迫使其自身向郊区扩展。将原本的农业用地变成城市建筑用地,产生了城中村。“城中村”是我国社会发展的必然产物,是推进城市化进程中的一种社会现象。由于城中村不同于我国传统农村,但又区别于城市社区的特点,使其对社会经济的发展带来了种种问题。为了解决这些问题,我们需要在“城中村”的改造、管理模式、村民保障体系、村民身份转化,以及城中村卫生环境等方面给出对应的政策和措施。本文以西安市为例,对我国城市化进程中所存在的城中村问题做以探究。In recent years,with the rapid development of China's social and economic development,the urbanization process has been accelerating.Many cities that have been determined to be open have ushered in a spring of expansion,and enterprises have been established one after another,bringing about a series of earth shaking changes.The huge employment gap has led to a large number of surplus rural labor entering cities,enriching the extremely scarce labor force in cities.But at the same time,the sharp increase in foreign population has also caused great pressure on the original city,and the lack of urban space will inevitably force it to expand to the suburbs.Transforming the original agricultural land into urban construction land has created urban villages.Urban villages are an inevitable product of China's social development and a social phenomenon in promoting urbanization,Due to the characteristics of urban villages that are different from traditional rural areas in China but also from urban communities,they have brought various problems to the development of the social economy.To address these issues,we need to provide corresponding policies and measures in the transformation,management mode,village security system,transformation of village identity,and sanitation environment of urban villages.This article takes Xian City as an example to explore the problems of urban villages in the process of urbanization in China.
