一体化能否提升城市全要素生产率——基于长江经济带三大城市群的比较分析

摘　　要：本文基于成渝城市群、长江中游城市群和长江三角洲城市群,从交通设施、要素市场、产业、经济、制度五个维度构建指标体系测度评价城市群一体化水平,研究发现:第一,2011—2019年长江经济带三大城市群的一体化水平整体呈上升趋势,其高低排序依次为长江三角洲城市群、成渝城市群、长江中游城市群。第二,制度一体化对三大城市群一体化水平影响最为突出。第三,三大城市群均存在较大的经济发展差距和严重的产业同构现象,且随着城市群一体化程度的加深并未得到明显改善。进一步实证检验城市群一体化水平对城市全要素生产率的影响,结果表明:城市群综合一体化及交通设施、产业、制度一体化对城市全要素生产率具有显著的正向影响,而要素市场一体化对全要素生产率存在负向影响,经济一体化与其尚不存在显著影响。Based on the Chengdu-Chongqing,Yangtze River Midstream and Yangtze River Delta urban agglomerations,and the measurement and evaluation of the integration level of urban agglomerations from the five dimensions of transportation facilities,factor market,industry,economy and institutions,it is found that:First,the integration level of the three major urban agglomerations in the Yangtze River Economic Belt shows an overall upward trend from 2011 to 2019,and the decreasing order is:Yangtze River Delta urban agglomeration,Chengdu-Chongqing urban agglomeration,and Yangtze River midstream urban agglomeration.Second,institutional integration has the most prominent impact on the integration level of the three major urban agglomerations in the Yangtze River Economic Belt.Third,the three major urban agglomerations have a large economic development gap and serious industrial isomorphism,which don’t improve with the deepening of the integration of urban agglomerations.Furthermore,the influence of the integration level of urban agglomerations on urban total factor productivity is empirically examined.The results show that the comprehensive integration of urban agglomerations and the integration of transportation facilities,industries and institutions have a significant positive impact on urban total factor productivity,while factor market integration has a negative impact on total factor productivity,and there is no significant impact between it and economic integration.
