上海市保障性住房精细化设计管理实践问题分析与对策

摘　　要：住宅规范是为保障安居而设立的基本准则,开发企业、设计单位应以人性化为出发点,在满足规范的前提下尽可能提高使用者的居住体验,以免出现“合规但不合理”的设计,引起后续一系列的使用及管理问题。文章剖析近年上海市范围内保障性住房建筑设计及管理问题,并在此基础上提出相应的解决方案,以促进管理水平的全面提升,切实改善居住环境质量,提高居民生活品质。Housing regulation is the fundamental principle that is set for secure housing,development enterprises and design organizations should take humanization as the starting point,and improve the living experience of users as far as possible on the prerequisite of meeting regulation,so as to avoid any design that is“compliant but unreasonable”,which might incur a series of subsequent use and management issues.This paper analyzes the architectural design and management problems of affordable housing within scope of Shanghai Municipality in the recent years,and puts forward corresponding solutions on that basis,so as to promote all-round improvement of management level,practically improve the quality of living environment and improve the life quality of residents.
