摘　　要：数据安全已进入强监管时代,运营商数据安全关乎自身发展乃至国家安全,面对数字经济时代海量数据带来的巨大挑战,数据安全建设迫在眉睫。文章针对运营商数据安全管理体系建设思路与举措进行深入思考,分析运营商开展数据安全管理的背景趋势以及面临的困难和挑战,结合经验从整体框架、组织架构、制度体系、技术能力、运营机制等多方面,为运营商未来开展数据安全管理体系建设工作提出举措和建议,为运营商保障数据安全,促进数据价值合理有序释放助力。Data the security enters the era of strong supervision.Data security of operators is related to their own development and even national security.Facing the huge challenges brought by massive data in the era of digital economy,the data security construction is imminent.In this paper,ideas and measures for the construction of data security management system of operators are deeply thought about,and the background trend of data security management of operators as well as the difficulties and challenges are analyzed.Combined with the experience,the overall framework,organizational structure,institutional system,technical capability,operation mechanism and other aspects are discussed.This paper puts forward measures and suggestions for operators to carry out the construction of data security management system in the future,ensures data security for operators,and promotes the rational and orderly release of data value.
