摘　　要：为了探究河北省环境规制发展水平及现状,基于多元化环境规制视角,构建环境规制水平评价指标体系,共选取9个指标且通过熵权法计算和加权化处理,得出河北省2011—2020年的环境规制综合水平以及各环境指标熵权占比。研究表明:河北省综合环境规制水平整体呈现上升状态,主要可以依靠正式的环境规制类型来提高环境规制水平;各个城市在环境治理中的侧重点不同,存在地区差异;环境规制政策应持之以恒、因地制宜,根据各地区要素禀赋特点实施不同的环境政策;强化环境规制正向效应,多方面健全环境规制要求与标准,全面提升环境规制水平。In order to explore the development level and current situation of environmental regulation in Hebei Province,the evaluation index system of environmental regulation level is constructed based on the perspective of diversified environmental regulation.A total of nine indicators are selected,calculated and weighted by entropy weighting method,the comprehensive level of environmental regulation and the entropy weighting ratio of each environmental indicator in Hebei Province from 2011 to 2020 are obtained.The results show that the comprehensive environmental regulation level in Hebei Province is rising,which can mainly rely on formal environmental regulation types to improve the environmental regulation level.There are regional differences in the focus of environmental regulation of cities.The research shows that environmental regulation policies should be persistent,adapt to local conditions,implement different environmental policies according to the characteristics of regional factor endowments;strengthen the positive effect of environmental regulation,improve environmental regulation requirements and standards in various aspects,and comprehensively improve the level of environmental regulation.
