基础研究创新策源高地融合式交叉机制的构建

摘　　要：本文通过上海交通大学张江高等研究院的案例研究,提炼了推动双一流大学基础研究创新策源高地建设的融合式交叉机制及其对加快重大科学问题解决和“卡脖子”技术问题突破、优秀人才培养、高水平科研平台建设的影响机理:战略统筹机制确保在战略布局规划牵引下,通过统筹协调机制整合多方资源取得人才培养、创新成果和平台建设等成果;融合治理机制由价值治理机制保证PI与策源高地战略方向一致,运维治理机制和关系治理机制保障全员、全要素、全时开展基础研究创新,推动人才培养和高水平创新成果取得;资源供给机制以空间聚合机制推动科研团队自由交流,设备设施供给机制和资金资源供给机制持续供给实验设备和资金,保障人员培养、创新成果方面的成果取得,加快平台建设;交叉协同机制通过学科交叉机制、团队交叉机制、学生交叉机制让科研人员产生知识交叉融合,推动人才培养和创新成果涌现;开放共享机制以硬件开放共享机制和软件共享机制促进知识共享和跨学科交流,提升研究效率,加快人才培养和创新成果取得。根据上述研究结论,本文提出了基础研究创新策源高地构建融合式交叉机制的实践启示。Based on the convergent crossing paradigm and through the case study of Shanghai Jiao Tong University Zhangjiang Institute For Advance Study,this paper refines the convergent crossing mechanism to promote the construction of basic research original innovation highland and its impact mechanism on accelerating the solution of major scientific problems and the breakthrough of bottleneck technical problems,cultivating excellent talents and building a high-level scientific research platform.1.Strategic planning mechanism ensures that under the guidance of strategic planning,and integrates multiple resources through coordination mechanism,the achievements in talent training,innovation achievements and platform construction achieved.2.Governance mechanism consists of the value governance mechanism to ensure that PI is consistent with the strategic direction of institute,operational maintenance governance mechanism and relationship governance mechanism ensure that all staff,all elements and all-time carry out basic research,promote the achievement of talent training and high-level innovation.3.Resource supply mechanism uses the spatial aggregation mechanism to promote the free communication of scientific research teams,equipment and facilities supply mechanism and capital resource supply mechanism continue to supply experimental equipment and funds,ensure the achievement of personnel training and innovation achievements,and speed up the construction of the platform.4.Cross collaboration mechanism enables multiple researchers to produce fusion crossing of knowledge through cross discipline mechanism,team cross mechanism and student cross mechanism,to promote talent training and the emergence of innovative achievements.5.Opening and sharing mechanism promotes knowledge sharing and interdisciplinary exchanges with the hardware opening and sharing mechanism and software sharing mechanism,improves research efficiency,and speeds up talent training and innovation achievements.According to the research conclusion,this paper puts
