Hong Kong Should Firmly Adhere to Internationalization

摘　　要：国际化是中国香港最独特的优势和命脉,是中国香港繁盛的基石,也是对我国最有价值的贡献之一。国家坚持“一国两制”不动摇,支持中国香港发挥“超级联系人”作用,在金融、科技、法律、商贸等领域持续巩固国际中心的地位,将中国的影响力传遍世界。然而疫情和中美关系等外部因素对中国香港国际化表现造成重大影响,尤其与亚太的新加坡相比,中国香港正面临激烈的国际竞争,引发民间关于中国香港是否应继续坚持国际化道路的争议。本文认为,中国香港必须坚持国际化道路不动摇,立足“两制”和“离岸”优势,充分利用“背靠祖国”的资源支撑,积极对接国家的重大战略,以巩固传统优势与挖潜增量优势双轨并行,重构具有国际影响力和独特优势的国际中心地位,从根本上提升中国香港国际竞争力。Internationalization is Hong Kong’s most unique advantage and lifeline.It is the cornerstone of Hong Kong’s prosperity and part of its most valuable contributions to China.China adheres to the“one country,two systems”policy and supports Hong Kong in playing the role of a“super-connector,”continuously consolidating its status as an international center in finance,technology,law,and trade to spread China’s influence worldwide.However,external factors such as the epidemic and the China-US relationship have had a significant impact on Hong Kong’s internationalization performance.Especially when compared with Singapore,the rising star in the Asia-Pacific region,Hong Kong seems to lose its advantages in internationalization,triggering debates on whether Hong Kong should continue to adhere to the internationalization path.The author believes that Hong Kong must steadfastly follow the internationalization path,leverage the advantages of pursuing the“one country,two systems”system and serving as an“offshore”center,make full use of the resources available thanks to the“backing of the motherland,”and proactively align with the country’s major strategies,to consolidate its traditional strengths and tap into the potential advantages,reconstruct its status as an international center with unique strengths,and thus to fundamentally enhance the international competitiveness of Hong Kong.
