摘　　要：本文介绍了电、毒、炸鱼对渔业资源的危害,提出了创新渔政管理机制、探索联合执法、清查实际情况、加大宣传力度、从严从快查处案件等有效遏制电毒炸鱼违法行为的措施,介绍了渔业损害鉴定评估依据、内容和方法,为有关单位办理非法捕捞案件和检察院进行刑事附带民事公益诉讼提供技术支撑。This article introduces the harm of electric shocking, poisoning and blast fishing to fishery resources,and proposes measures to effectively curb illegal behaviors such as innovating fishery management mechanisms, exploring joint law enforcement ideas, investigating and ascertaining the actual situation, strictly and quickly investigating cases, and increasing publicity to create an atmosphere. It also introduces the basis, content and methods of fishery damage appraisal and assessment, providing technical support for relevant units in handling illegal fishing cases and the procuratorates in conducting criminal and civil incidental civil lawsuits for the benefit of the public.
