摘　　要：阿根廷滑柔鱼(Illex argentinus)(以下简称“阿鱿”)属浅海-大洋“跨界”头足类,主要分布在阿根廷大陆架和陆坡海域。阿鱿属单一种群种类,可分为4个亚种群。阿鱿亚种群的栖息、分布与阿鱿渔业及管理密切相关。阿鱿渔业由鱿钓和拖网2类渔业组成,分别为专业捕捞阿鱿和底拖网兼捕阿鱿。阿根廷专属经济区海域分为44°S以南(南渔区)、44°S以北(北渔区)2个阿鱿管理区域。阿根廷鱿钓渔业管理措施主要有:规定南、北渔区对鱿钓渔汛不同的开捕与关闭日期;在渔汛中开展阿鱿资源调查与评估;安排观察员登临渔船检查以及渔业检查员在港口核查、记录阿鱿的卸鱼量。拖网渔业规定航次阿鱿兼捕率不超过10%。近年来,阿根廷鱿钓渔业管理出现新的趋势,南、北渔区鱿钓渔汛开捕与关闭日期不断提前,鼓励鱿钓船进入毗邻公海作业,强化履行阿鱿陆地加工规定,暂不开放外国鱿钓船入籍阿根廷。最后,分析认为阿根廷南渔区鱿钓渔汛开捕提前将影响公海鱿钓船队的可利用资源,阿根廷渔业当局鼓励阿根廷鱿钓船进入公海作业的政策难以奏效,建议加强中国公海作业渔船阿鱿资源调查与监测并简要地探讨了中资企业阿根廷鱿钓船的发展对策。Argentine shortfin squid(Illex argentinus)is a species of neritic-oceanic“transboundary”cephalopod.The squid resources ae mainly distributed in the Argentine continental shelf and continental slope waters,and it is a single population species that can be dvided into four sub-stocks.The habitat and distribution of the sub-stocks are cosely related to squid fishery and management.Argentine squid fisheries an consisted of squid jigfishing and trawling.The former is specialized in catching squid.The ltter is to catch squid as by-catch with bottom trawl.The Argentine Exelusive Economie Zone(EEZ)is divides into south of and north of 4405 squid management areas.The main management measures for squid jig-fishing fishery are to regulate diferent opening and closing dates for fishing seasons in the South and the North fishing aes;to conduct surveys and asesments of squid resources,arange observers to inspect during the fishing seasons and fishery inspectors to verify and record the discharge of squid at the port.The management measures for bottom trawler are to guarmntee the rate of by-catch squid below 10%per voyage.In recent years,there have been new trends in the management of squid jig-fishing fisbery,the opening and closing dates of squid fishing seasones in the south and nouth fishing areas have been continuously advanced.Argentine squid jig-fishing fleet is encouraged to operate at the high seas adjacent to the EEZ and to strengthen the.implementation of regulation on land proces sing of squid,the naturalized Argentine squid jig-fishing vessels are not opened for foreigners now.Finally,the analysis suggests that the early stant of the squid fishing season in the south fishing area will afct the av ailable resoures for squid jigfishing fleet at high seas,and the policy of Argentine national fisheries authority for encouraging Argentine squid fishing vessels to operation at high seas will be ineffective.It is suggested to strengthen the investigation and monitoring of Argentine squid resources on China's fishing v
