摘　　要：地方政府合作是化解区域性问题的重要制度安排。然而现有研究多是关于地方政府合作因素的考察,缺少对地方政府合作形成和演化的长时段、历时性的纵向研究。从地方自主性的视角出发,基于西部陆海新通道省际合作案例的二手数据收集,采取纵向案例的过程追踪方法,探究地方政府如何发展合作关系。研究发现,地方政府通过一系列机制部件推动合作关系的发展:合作发起阶段的共同愿景塑造和非正式互动;合作整合阶段的内部渐进式整合和外部合法性拓展;合作制度化阶段的国家引导和地方自主双向互动。这些发现有利于加深对地方政府合作关系发展过程的理论认知。Local government cooperation is an important institutional arrangement for resolving regional issues.However,existing research mostly focuses on examining the factors of local government cooperation,lacking long-term and diachronic longitudinal studies on the formation and evolution of local government cooperation.From the perspective of local autonomy,based on the second-hand data collection of inter provincial cooperation cases in the New Western Land-Sea Corridor,a longitudinal case tracking method is adopted to explore how local governments develop cooperative relationships.Research has found that local governments promote the development of cooperative relationships through a series of mechanism components:shaping a common vision and informal interaction during the initiation stage of cooperation;The internal gradual integration and external legitimacy expansion in the stage of cooperative integration;The mutual interaction between national guidance and local autonomy in the stage of institutionalized cooperation.These findings are beneficial to deep the theoretical understanding of the development process of local government cooperation.
