国外区域经济一体化对东北三省冰雪产业发展的启示

摘　　要：区域经济一体化是国内外公认的提升区域经济质量的有效路径之一。当前,东北三省正着力打造冰雪产业一体化发展格局,以期共同抵御冰雪产业的“经济之寒”,驱动区域经济提质增效。通过比鉴分析欧洲经济体、纽约大都市圈和东京大都市圈经济一体化的成功经验,发现其能对促进东北三省冰雪产业的一体化发展提供经验上、模式上、思路上的若干启示。针对于东北三省冰雪产业一体化发展情况,提出建立跨区域双向协调管理机构是关键,依据地区冰雪产业优势构建合理的空间布局是核心,型构无空间区别机制的政策框架体系是保障,加强交通基础设施建设是基础,创新合作共同体是根本动力的一系列发展举措,旨在通过激发地方冰雪产业的活力,推动东北三省经济实现高质量发展。Regional economic integration is recognized as one of the effective ways to improve the quality of regional economy at home and abroad.Currently,the three Northeastern Provinces are focusing on creating an integrated development pattern for the ice and snow industry,with a view to jointly resisting the "economic cold" of the ice and snow industry and driving the regional economy to improve quality and efficiency.This paper has compared and analyzed the successful experience of economic integration among European economies,the New York metropolitan area,and the Tokyo metropolitan area,it is found that they can provide several inspirations in terms of experience,models,and ideas for promoting the integrated development of the ice and snow industry in the three Northeastern Provinces.Aiming to the integrated development of the ice and snow industry in the three Northeastern Provinces,it is proposed that the establishment of a cross-regional bidirectional coordination and management organization is the key,the construction of a reasonable spatial layout based on the advantages of the regional ice and snow industry is the core,the policy framework system without spatial differentiation mechanism is the guarantee,the strengthening of transportation infrastructure construction is the foundation,and the innovation and cooperation community is the fundamental driving force of a series of development measures,with a view to stimulate the energy of local ice and snow industry,promote the high quality development of economy in three Northeastern Provinces.
