摘　　要：随着我国城镇化水平的提升,涌现了大量新市民和青年人的住房需求,构建完善的保障性租赁住房治理体系是关系人们安居乐业和保障民生的重要举措。为梳理全国各地在落实保障性租赁住房制度进程中出现的矛盾问题,从意识、能力、法律、政策、方法层面系统分析当前保障性租赁住房改革面临的问题困境。提出在治理理念、治理模式、治理机制、治理政策、治理方法上开展治理体系创新,形成多层次、多元化、多渠道的保障体系,编织全方位的保障网络,以期为租赁群体解决住房困难的阶段性问题提供理论指导和管理启示,从而促进保障性租赁住房制度的可持续发展。The improvement of China’s urbanization level has spawned a large number of new citizens and young people’s housing needs.Building a sound governance system for affordable rental housing(ARH)is an important measure for the people to live and work in peace and contentment.In order to systematically sort out the contradictions and problems that have arisen in the process of implementing the ARH system throughout the country,and to analyze the current dilemmas facing the reform of ARH from the levels of awareness,capacity,law,policy and methodology.This study proposes to carry out governance system innovation in governance concepts,governance models,governance mechanisms,governance policies and governance methods,form a multi-level,diversified and multi-channel security system,and weave an all-round security network.with a view to providing theoretical guidance and managerial insights into the stages of resolving the housing difficulties of rental groups,thereby promoting the sustainable development of a secure rental housing system.
