工程造价改革背景下财政投资项目组价对策探讨

摘　　要：在分析工程造价改革对财政投资项目组价实质影响的基础上,提出通过收集内外部数据、采用BIM技术等建立工程造价数据库,规范最高投标限价的编制、合理确定变更新增综合单价等对策建议供同行参考借鉴,希望破解工程造价改革背景下逐步取消定额后组价无权威性的、政府主导的标准可套用的难题。Based on the analysis of substantive impact of engineering cost reform on financial investment projects,the paper proposes pricing strategies from the following aspects:establishing cost database by collecting internal and external data and adopting BIM technology.etc,standardizing the preparation of the maximum bidding price limit,reasonably determining the newly added comprehensive unit price of changes,hopes to solve the problem of the lack of authoritative and government led standards that can be directly applied after gradually canceling quotas in the context of engineering cost reform.
