摘 要:2023年8月15日,巴西电网发生大面积停电事故,巴西国家互联电网解列为北部、东北部、东南部/中西部/南部电网3个部分,共损失负荷约23368MW,最长停电时间约6h,对人民生产生活造成严重影响。该文首先介绍巴西电力系统的电源、电网及负荷概况;然后,梳理此次大停电事故的各阶段发展过程,分析事故的直接原因以及电网结构、电源支撑、技术防线、安全管控等方面存在的深层次问题;最后,结合我国电力系统实际,提出清洁低碳转型形势下保障电网安全稳定运行的相关措施建议。On Aug.15th,2023,a large-scale blackout occurred in the Brazil power system.The National Interconnected System(SIN)was divided into three parts:the northern,northeastern and southeastern/midwestern/southern power grids,with the power loss of 23368MW and the longest time duration of 6 hours,which has serious impact on daily production and life.In this paper,the general situations of the Brazil power system including generation,grid and load are introduced.Then,the all-stage propagation processes of the blackout are given.On this basis,the direct causes of the blackout,as well as the deep reasons from 4 aspects such as power grid structure,power source support,technical defense and security control,are analyzed.Finally,considering the actual situations of China’s power system,the correlative suggestions are proposed to guarantee safe operation of the power system under the clean and low-carbon transformation situation.
