摘　　要：西藏自治区草原生态安全关系到我国乃至亚洲的生态安全,协调好草原的生态、生产和生活功能(三生功能),促进草原合理、高效的保护、修复和利用是筑牢青藏高原生态安全屏障、促进农牧民安居乐业、维护边疆稳定的重要举措。通过总结西藏草原生态系统功能现状和西藏自治区的经验做法,分析了西藏草原利用存在的问题,并进一步提出了完善保护修复体系、加大政策支持、优化空间布局、推动草牧业高质量发展等建议和设想。The ecological security of grasslands in Xizang Autonomous Region is related to the ecological security of China and even Asia.Coordinating the ecological,production and living functions of grasslands(three functions) and promoting the reasonable and efficient protection,restoration and utilization of grasslands are important measures to build a firm ecological security barrier on the Qinghai-Xizang Plateau,promote the well-being of farmers and herders,and maintain the stability of the frontier.By summarising the current situation of grassland ecosystem functions in Xizang and the experience and practices of the Xizang Autonomous Region,this paper analyses the problems of grassland utilisation in Xizang and further puts forward suggestions and ideas for improving the protection and restoration system,increasing policy support,optimising the spatial layout and promoting high-quality development of the grass-pastoral industry.
