摘　　要：基本公共卫生服务均等化是深化医疗体制改革、推进健康中国建设的重要举措。本文以流动人口基本公共卫生服务均等化试点政策作为一项准自然实验,评估均等化试点政策的健康效应。研究发现,公共卫生服务均等化试点政策提升了流动人口的整体健康水平,缩小了流动人口与本地人口的健康差距,但加剧了流动人口健康不平等。机制分析表明均等化试点政策通过改善流动人口的健康行为和医疗服务可及性,缩小了流动人口与本地人口的健康差距。均等化试点政策更有利于提高高收入流动人口的医疗服务利用率,进而加剧了流动人口健康不平等。本文研究结论为进一步完善基本公共卫生服务均等化、推进健康中国建设提供参考依据。The equalization of basic public health services is an important measure to deepen the reform of the medical system and promote the construction of healthy China.This paper takes the pilot policy of equalization of basic public health services for filoating population as a quasi-natural experiment to evaluate the health effects of the equalization policy.The results show that the pilot policy of equalization of public health services improves the overall health level of the floating population,narrows the health gap between the floating population and the local population,but aggravates the health inequality among the floating population.Mechanism analysis shows that the equalization pilot policy reduces the health gap between the floating population and the local population by improving the health behavior of the floating population and the accessibility of medical services.The equalization policy is more conducive to improving the medical service utilization rate of the high-income floating population,which in turn aggravates the health inequality among the floating population.This study provides a reference basis for further improving the equalization of basic public health services and promoting the construction of healthy China.
