摘　　要：基于“资源—情境—制度”三个维度,构建青年发展型城市建设试点的政策工具选择框架,采用模糊集定性比较分析法(fsQCA)探索我国45个试点城市的青年发展型建设路径。研究发现,以城市资源禀赋和城市情境需求为基础,45个试点城市通过“供给型、需求型、环境型”三类主要政策工具实现了强制机制、府际竞争和社会规范的制度环境压力之下青年发展型城市初级试点阶段的工具选择。其中,政策工具选择构筑了多重因子组合的复杂因果关系,耦合为“情境赋权—压力回应”型、“资源增能—压力回应”型以及“多重引领—耦合驱动”型三重路径,并连接与交汇形成“城市工具增长联盟”,这可视为因果链序列的组态效应。基于研究结论提出相应的政策建议。Based on the three dimensions of“resource-situation-system”,the policy tool selection framework for the pilot project of youth development city construction is constructed,and the fuzzy set qualitative comparative analysis method(fsQCA)is adopted to explore the path of youth development construction in 45 pilot cities.The study found that,on the basis of urban resource endowment and urban situational demand,45 pilot cities have realized the choice of tools in the primary pilot stage of youth development city under the pressure of institutional environment through three main policy tools of“supply,demand and environment”.Among them,the policy tool choice to construct the complex causal factor combination,coupling for“situation empowerment-pressure response”,“resource energy-pressure response”and“multiple lead-coupling drive”triple path,and connection and intersection form“urban tool growth alliance”,it can be regarded as causal chain sequence of configuration effect.Then put forward the policy suggestions for the construction of youth development city pilot,so that the wisdom to promote the diffusion of urban pilot more rational and humanistic.
