摘　　要：完善知识产权治理体系,建设中国特色世界水平知识产权强国是一个复杂的系统工程。为破解高校以及科研院所在知识产权保护、授权和管理方面的不足,提升科技成果转化水平和能力,建设一批高质量的高校专利联盟已成为完善中国知识产权治理体系中的重要一环。在世界百年未有之大变局的背景下,我国高校和科研院所应当积极建立专利联盟来增强自主知识产权创新成果的保护力度。在介绍的美国专利联盟构建实践基础上,结合中国发展高校专利联盟的宏观环境和中国高校和科研院所特点,分析中国建设高校专利联盟的可行性和必要性,构想出三种模式的高校专利联盟发展路径,并对高校专利联盟的运作机理、运行模式、组织特点等要素进行探究,为构建中国特色的高校专利联盟提供建设性的意见。Improving the intellectual property governance system and building a world power in intellectual property with Chinese characteristics is a complex and systematic project.In order to solve the deficiencies of universities and research institutes in intellectual property protection,authorization and management,improve the level and ability of transformation of scientific and technological achievements,and build a number of high-quality university patent alliances has become an important part of improving China's intellectual property governance system.In the context of unprecedented changes in the world,China's universities and research institutes should actively establish patent alliances to enhance the protection of independent intellectual property innovation achievements.This study introduces the practice of patent union construction of the University Technology Licensing Program(UTLP)in the United States,analyzes the feasibility and necessity of building a university patent union in China in combination with the macro environment of China's development of university patent union,combines the characteristics of Chinese universities and research institutes,conceives the development path of three models of university patent union,and explores the operation mechanism,operation mode and organizational characteristics of university patent alliance,so as to provide constructive suggestions for the construction of university patent alliance with Chinese characteristics.
